Anyone else have a broken drag strip?

When driving around in freeroam, the "Accept/Close" drag race dialogue will not appear on either West Coast or Gridmap. Sometimes it appears for a split second if I change cars while on top of the spot where it chould pop up but it's gone too fast to click it. Also, if I try to do a drag race in Time Trials I get this string of characters over my car instead of the "Start Race" window:



Tried all the usual culprits (disabled all mods, safe mode, even did a full reinstall) to no avail.
