Are these temperatures too high?

    They are not too high to actually damage your components, but they definitely will slow down performance.

    i noticed some lag in youtube playback when the temps rise and i hear the fan kick the speed up

    A quick google search tells me that your CPU was released in 2009, So i'm going to guess that the laptop is quite old at this point. When was the CPU Cooler last cleaned? Because most of the time dust buildup inside the laptop can cause thermal throttling and or overheating. While this is not dangerous for your components it will decrease performance.
