This isnt windows 98. This is probably the super process mode on windows 7. It makes your system look like windows 98 while giving your machine much more power. See?

Actually its possible to just crash your pc and it will ask you about do you want to run in safemode or there is a configuration somewhere to make windows look ugly but give a massive power boost

 

You dont get a massive power boost from switching to classic theme. It requires less resources yes, but an almost insignificant amount. Its mostly a case of some graphics devices not supporting shaders used by aero (and they do themselves require almost no resources on the devices that do).
