It's hard for me to decide... Although I've been playing Burnout 3 today so I'll go with that for now.
Ridge Racer Type 4 had a wonderful soundtrack. Your Vibe and Silhouette Dance in particular are outstanding. If you enjoy slightly experimental 90s electronic, I encourage you to listen to the entire OST. Gran Turismo 4's menu tracks are also excellent. Edit: wtf ninjad

I loved the soundtrack in flatout 2, for me, the songs in Test Drive eve of destruction and flatout 2 has some of the best soundtracks. Im probably forgetting a few as well.

Gran Turismo 2 had a very good soundtrack in both race and career menu modes. Need For Speed: Hot Pursuit 2 and perhaps my all time favorite, Grand Theft Auto: Vice City I think that had the biggest influence on my tastes in music to this day even. I started playing it when I was 9-10 years old.
Also Red Dead Redemption. There is no way at all I could have waited until I was 18 to play it. No way.
The soundtrack of the Need for speed underground games the most known song out of all of the ones in the underground soundtrack was actually in the PC trailer of the new NFS game, so i'll link that to show off the song:
I don't take issue with the traditional song-singer dynamic, but when I hear 'soundtrack,' I think composers and orchestras. Almost exclusively. Anyway, one of my all-time favorites is the Red Faction: Guerrilla soundtrack, clocking in at around three hours long, and dirt cheap on iTunes. A steal, though it's not all really how I would define listening music. Others include the soundtracks of Uncharted (particularly 2), inFamous (again, mostly 2), the Batman: Arkham games, and Portal 2.
