Best way to plan what to make/put in a map?

    I'm not exactly sure if this is the best category to ask, however I feel like it still somewhat fits.

    I am attempting to create my first map, and I've already imported the assets I'll need and got a terrain to start with. Now all I need to do is to add stuff to my map. I'm a little lost on this though, because this will be my first map.

    I know that creating a blueprint (e.g. on Google Drawings) or something similar would definitely help in planning on what to make/put in my map, however I'm a little lost of what to put first, and then next, etc. Would I create roads first? Would I add vegetation/foliage first? What is the best sequence to make/put these certain things to make it easier and more efficient in making a map? I will be making a countryside map based on a few West/East North central states (e.g. Michigan, Ohio, Indiana, Illinois, etc), so it will be generally flat and rural, if that helps.

    i'd say generally lay out any terrain and hills that you want, then place roads on it (curving them around hille where appropriate, etc), then once that's done, add your buildings, then foliage and rocks.

    I see, it shouldn't be too time-consuming since my map will be pretty flat, I don't think there'll be a hill, just the occasional slopes, but yeah, I'll see what I can do, thanks for your help!
