Black Chrome Not Fixed by Clearing Cache

So, this issue has been going on for a while. I'll start from the beginning:

When the PBR update initially came out, it never functioned properly for me. I had circular textures on top of reflections.

I cleared my cache (no mods installed), uninstalled, reinstalled, verified my files, used safe mode, created a new user folder, updated my drivers, nothing worked.

One day I tried clearing my cache again, and the circular textures disappeared. Success? Far from it. They were replaced with bright colors.

I tried again, and then the chrome turned black. I went through all the steps again to no avail.

Then, I tried Vulkan, and discovered this solved the problem. Playing in windowed mode wasn't great, and my game crashed while loading about half the time, but it got the job done.

The latest update has rendered Vulkan largely unusable, the crashes are far more frequent, and, most of the time, when it doesn't crash, I load in and find the game is so blurry it's unplayable.

Anyone have any ideas?
