This has persisted over a fresh install of windows too For people that use blender for heightmaps, what settings do you use?

It sounds that the exported png isn’t in the right format. It should be 16 or 32bit (can’t remember) in linear or raw greyscale colorspace. If it’s still to bumpy then you could apply a little bit of Gaussian blur in gimp. Remember to save in the highest bitrate here as well.
thanks, I did colour management- SRGB Raw None SRGB export settings- 16 bit, RGBA, 0% compression I think my issue was that I was exporting in 8 bit, because I've been making materials so often recently that I stopped using 16
