Blower Surge / Idle Lope?

I was wondering if someone with better modding skills than me can try to replicate "blower surge" or "idle lope"

If you don't know what i am talking about here is a video showing what blower surge sounds like



P.S Nobody really knows what causes blower surge so I am just calling them about the same thing, so I don't want any arguments on telling me why I am wrong calling blower surge similar to idle lope.

 

Wish i could ive been looking for a mod to do that for a while
