I booted up the game for the first time in a month or so and saw on the west coast map there were so many missing textures. I waited a bit to see if they would spawn but to no avail. I reverified the integrity of the game files on steam still to no avail any suggestions?

I'm pretty sure it's an issue caused by an outdated mod. Try running the game in safe mode.
