Can i borrow texture from other mods?

Hii i am working on this mod https://www.beamng.com/threads/beamng-off-road-open-desert-trails-4096x4096.57194/.

I would like to know if i could borrow texture from https://www.beamng.com/resources/ghosts-desert.1182/.

Do i have to ask for his permission or something.

This part of EULA can be understood so that when one uploads mod to your servers, then others have automatically permission to use parts of that mod? Of course asking permission is what everyone should do because of Etiquette, but I would like to know if EULA actually is something that gives permission to use submitted mods to create new mods, is derivate works that or is wording just bit odd so that this intends to mean creating videos etc. instead of mods?
