I have a Nvidia GT 1030 graphics card! Will It Render Beam.NG Drive Properly Or Do I have to mess around
    some settings?

Put everything on Low and in 720p you may be able to reach 60+ fps. The 1030 is not really suited for gaming.

Those are FH4 recommended system requirements:

As you can see you need at least 4Gb of VRAM to run this game probably at very high settings, but your card has only 2 Gb of VRAM, so you're not running at maximum settings:

If perfectly for you means at low settings probably at 30FPS, then it's perfectly.

Turn everything off, the things being turned on dont reduce FPS, was a staged video to troll people

It can. I got it to run on GMA 4000 (Though I had to make some sacrifices along the way), and my 980 Ti that used to crash every hour or so of gaming also ran it decently. My recommendation for you is to use a better CPU, as Beam is notorious for stressing CPUs. (That is how I lost my stock cooler, farewell my friend)
