Can only load Barstow in to garage

Is there any way of loading any other vehicles other than Gavril Barstow in to the garage?

When you load the Garage, you should see this:

Click the buttons indicated to change vehicle and configurations.

NOTE: If you are using a resolution below 720p, you won't be able to see some buttons!

I seem to be missing the vertical vehicle bar on the left, I tried disabling all mods but it didn't seem to work. I'm not sure if I can increase the screen size as I'm using a DVI adaptor and VGA cable as my monitor does not support HDMI (although my graphics card does).

Yeah, that's probably because your resolution is too low.
In that case not much can be done, that part of the UI was not meant to be used with sub-720p resolutions.
