can you tweak the handling of the car ? mod/editing .txt's

    is there a way to edit how the car handles ? like the suspension stiffness or tire pressure or and tweaking the engine so the car could go faster. it can be a mod or playing(editing) with the files ... if any body here does it please tell me how ...
