Means something is blocking the game from writing the new settings in Documents/BeamNG.drive.
Check this:

And make sure that your antivirus, antimalware and similar are not blocking the game by mistake.
In particular 'BitFender', which is known to cause this issue.

 

That's the wrong folder.
You are looking at the installation.
Your settings instead are saved in the userfolder, which is located in Documents/BeamNG.drive by default.

Give a Support ID, it would give a confirmation if the issue is from the game's side, or something outside the game doing that (in the latter case, there's not much we can do):

We did not receive any file on that ID.
That means that something is still blocking the game. How did you format your Windows ('Reset' thing? Or actually formatted your hard-drive?)
Which also mean the issue is not coming from the game itself, but something outside (another program, a bad setting, a virus, etc.) is the cause.
Unfortunately that does not leave much helping space, as it's something out of our reach
