Can't change car parts

Whenever I enter the game I spawn with the D-Series, as normal. If I try to change the engine or any part it ''changes'' it and goes back to what it had before, making no changes.
If I pick a different car, when I go to change the parts on it , the D-Series parts are on the car, and I can't change anything, If I do change a part it goes to a default configuration of that car. Any help? I've reinstalled, cleared cache.

 

I did not disable my mods as the game in safe mode works , my ID is 97742
