Career mode: Unable to accept vehicle cargo and drop off occasionally not working

I have been doing a few deliveries in career mode and managed to get up to level 4 for deliveries but when I am trying to accept vehicle cargo the icon is greyed out with "Level 2" in place (or alternatively 3-5), so I cannot accept any vehicle cargo. Should this work as I am Level 4? There are no entry level vehicle cargo either as the lowest icon shows 2 so even if it is a separate rank to the box cargo and trailer cargo, it would not be possible as there are no Level 1 available.

I have also found often with dropping cargo off it will sometimes not have the ability to drop off as the navigation icon is showing the correct orange icon but when the menu appears there is no drop off, only the button to browse for new cargo. I then have to throw away the cargo for that destination.

Are these known issues? I have seen people doing vehicle cargo so is there another way to unlock it?
