Career Mode v0.33 - Adding rain / weather without W.E

Is there a way to enable weather / rain dynamics for career mode? I'm wanting it to cycle through the weather like it would in free roam. Also, second part to that question but is there a way to add wet roads when it rains without using world editor or adding road meshes?
I would even be fine with finding a way to just unlock or enable the environment tab in career mode.

I'd prefer the method of editing files for career mode and changing values over just installing weather mods.
Assuming there is a way to do all this without world editor too.
