Cargo spawning off vehicle or clips through vehicle in almost all cargo scenarios.

Every delivery missions spawn with the cargo off of the car or the cargo clipping through the car. happens in almost every scenario I have. Also, i noticed that on the scintilla delivery scenario, i spawned in a gas station in safe mode, but in normal mode, I spawned in the same spot but there is no gas station, just some concrete, and grass. Any ideas?
