Cars not spawning on certain maps

I DOWNLOADED 2 MODS OF racing tracks laguna seca and monza 1988 map i have my amd on so loadig is not a problem its just when map opens car is not here and if i spawn a car camera is on free roam stuck and when i press c for changing camera will not work why?

Those maps you mentioned are really old.
Does it happen only on those maps? If so, the problem may be of the maps themselves (could be outdated)

You would have to do it yourself, or ask the creator to update it...the devs will not do it.

remember, this is not for mods, only for official content. Contact the developers of the map instead(if possible).
