Change Minimum and Reccomended requirements on steam and in the game.

As you can see in this photo, the minimum and recommended requirements are very outdated. The GTX 550TI was released back in 2011. There is no way it would run at all even with the lowest settings in the current version of the game. The Core i3 6700 is from 2015. Same with the i7 6700. The GTX 970 was released in 2014. All of these pieces of hardware are no longer supported by their manufacturer anymore. I think it is about time to change this. Even my PC sometimes has a hard time running this game. There is no way that anything from 10 years ago can.
