Changing spawn rate of reckless traffic vehicles

    When using a vehicle with config type "Police" while traffic is spawning, it is possible to find reckless drivers which can be chased and pulled over. How can the spawn rate of these reckless drivers be changed? Is it as simple as changing a number in an easy-to-find configuration file, or would a more complex mod be required?
