Chase camera won't center

So I'm new to this game and pretty sure I just don't have something setup right. It's a clean install but no matter what I do I can't get the chase camera (third person view) to automatically line up behind the car. It seems like it works at first but if I pause and come back, or restore, or start a new scenario it seems like the camera just stays in the position without auto rotating. Makes playing the game impossible.

The Chase camera doesn’t rotate around, it stays fixed to the car. The Orbit camera is a normal 3rd person cam
