Cobalt Essentials Interface HELP

Ive installed it all based on the instructions and done everything it said but it will not bring up the interface.
ANyone else used this? Its getting very annoying.

OK here is the fault I'm getting it. I'm trying to decipher it but so far im completely lost. I've got all the files in the correct folders on the server and client side. unless i need a Cobalt Essentials folder in the client side. but it didn't tell me i needed that.
