Content LOCKED!?

My game today 15/05/2019

Loaded it up, Started funny, it loaded up x86
instead of the normal x64.

Went to do a re install,
go to installing it,
says content is locked?

i have no idea but the x86 thing has happened now 3 times.

That's coming from Steam, not the game.
In short, Steam is not able to modify some file for some reason.
Usually a simply reboot helps with this.

re boot of steam or the whole PC ?

I just tried a steam re boot nothing changed :/ i've uninstalled the game like 3 times sad

PC reboot.

You can uninstall the game as many times as you want, it won't help.
Reboot your PC, should kill any process that might be stuck using those files Steam needs to access to.
