Hi, I am wondering if my cpu or gpu is slowing down the game. Here are my specs. I am using a laptop.
    i7-7700HQ
    GTX 1050
    8GB DDR4 ram

    Thanks!

Agreed, you should not have any issue with that hardware.
Give more details of your computer/setup and detail what performance you are getting ingame(fps on different maps, etc.).

I have SSAO, light rays, DoF, and dynamic reflection off. Antialiasing is on FXAA. Anisotropic filtering is x4. Display shadows is partial. Everything else is low, except texture quality is normal. I get around 20-30 FPS on West Coast USA with one D-Series. My laptop is set to high performance mode, and I usually don’t have anything running in the background.

hey, my spec are 12gb ddr4 i5 7600k gtx 1060 6gb, i get 60 fps no drop (vsync on) 1080p on West Coast USA,

my graphic seting are:anti-aliasing,SSAO,Light Rays,DoF are on.
    Anti-aliasing:SMAA
    Mesh Quality:High
    Texture Quality:High
    Lighting Quality:High
    Shader Quality:High
    Post Processing Quality:High
    Anisotropic Filtering:x16
    Disable Shadows:none
    Dynamic Reflection: off

soo,i think with the graphic seting your using you should also get 60fps.

Maybe it's thermal throttling? Is it plugged in?

BeamNG is pretty much the only game I play on my computer.
    --- Post updated ---
The XPS 15 is known for terrible thermals, but I undervolted both the CPU and GPU and I’m getting 20 - 30 FPS before the laptop heats up when it’s plugged in. After about 30 minutes, when it starts throttling, I get around 10 - 20 FPS on West Coast USA with one D-series.

If you are reducing the cpu voltage check if the turbo frequencies are still being used or not.
Have you tested running normal voltages on cpu and gpu while running beamng? Are you certain it is not using the cpu graphics?

How would I check if the turbo frequencies are being used?

BeamNG.drive says it is using the GTX 1050.

It's your power . I've noticed on my laptop only half the gpu power is used during battery usage...

Are you sure? The game still runs terribly when it’s plugged in.

What's your idle temperature and your temperature when you play?
Do you have any cooling solution to help your laptop cool?
Do you have programs running in the background?
    What's your graphical settings?

Idle temperatures are about 40C. When I play BeamNG it starts at about 70 C and slowly rises to 85 - 90 C for CPU and 70 - 75 for the GPU. The laptop just has two fans. There are usually no apps running in the background. Pretty much all settings are low except texture quality is normal. Light rays, SSAO, and dynamic reflection are off and shadows are partial.

Yeah it's really a thermal issue. Do you have any dust on your PC?

    Can't view those pictures.
Check by running cpuz and beam in windowed mode(beam should be the active window), if you see the cpu frequency hit 3.8ghz or so that should be turbo.
    --- Post updated ---
The gpu is also designed to vary frequency and has turbo like modes, if you are both under spec voltages and running too hot they may not be running anywhere near there potential. Either too hot or not enough juice or both to run at full speed. Something to check on at any rate.

I have 960m 4gb with 2.6 ghz with a boost to 3.5 ghz the only thing to cause what's happening to you is when the battery was less then 40% or when its in power saver or sometimes on balanced mode I get 154-40 fps between all the maps you should have more then my computer the only thing have suggest is to see if its power saver and if its plugged in
