Dynamic Decals Tool window keeps disappearing

Ever since the update, when I am trying to create liveries, I encounter a frustrating problem:

In livery creator tool, the dynamic decals tool window disappears every time I select a layer, then I must select decal tool again to make the window reappear.

This is tedious and frustrating, obviously. Does anyone know a fix for this? It only began after the most recent version update. I've tried clearing cache, disabling mods.
