We could use a much easier and simpler skin editor, like in Forza. I tried to make a skin in paint.net today and I gave up in the end.
Why did you give up? I get the idea but in the end, it gives you less freedom on what you want to do. The way it is now is simple enough if you just know how to make the .json or the .jbeam file properly. And packaging it. Have a peak in the wiki.
Not at all, the cars need a UV map to be able to be skinned even in a Forza like editor. Thats why all of the Forza cars are fully mapped. As for this, an image editor like gimp or photoshop is way easier to make skins in, ingame editors are usually really clunky and slow, once you learn the program of course.
