   Opening skin color palette of Modern flames skin (pickup) Opened in Photoshop, In paint.net it doesn't even opens

   Photoshop cannot not read DDS files natively. What plugin are you using?
   
   Those files are in DDS BC7 format, only a few plugins can open them correctly.
   The Intel DDS Plugin for Photoshop can.
