Given the benchmark scores for your video card, it seems amazing that you can so much as run the game at over a single frame per second.
You would probably be better of running from your CPU's integrated graphics than that card, as far as performance goes.

Are you 100% sure you are using the same graphical options as before? Have you also checked the PostFX section?

Now I run the following settings on the same map H-Raceway [27-38fps one car 25-35fps two cars /min fps 2 cars 13fps]

    Alternatively @ 720p I get 28-45fps with one car on the same settings... I feel like a low-end player. 1/4th Performance from build 0.3.8.0 - 0.3.8.1 to 0.3.8.3

As seen here I had a basically had a fatal driver error: Slayer-s-Mods-She-Lives!

Ever since that the new build runs fair... Normal High settings with low mesh detail on East Coast and I get 50-60avg and 40ish with 2 cars. ;)

Off topic: Not to mention GTA V runs at twice the fps [Contrast: I used to only run PostFX at normal now I can run it at ultra without any fps impact]

Yeah, I've been having the same issue, I've gone from ultra to low / med, I get 30 - 60 fps tho, but I have to turn the quality waaaay down, my specs are in my signature.
