Bumping an old thread is acceptable if it's on topic and adds to the conversation. Having half a dozen threads on the same topic is more annoying. Asking if an abandoned mod from 2013 will come out or quoting a post from 50 pages back are bad, but creating a whole new thread to directly continue an old one is unnecessary.

Didn't know that info, but I wonder if the original creator knows this exists.

It says "If you have a question regarding this particular topic, creating a new thread may be a better choice." I'm not going to write an article explaining the nuance of thread bumping but, generally speaking, it's okay as long as it's constructive and doesn't address old content. No one's going to have a problem if someone tacks on a few more town names to a thread that's a few months old. If bumping was never acceptable, they wouldn't allow you to do it.
