Game is being unresponsive and giving very low frame rates

This game used to to work fine on my computer, but after some recent updates, it has become unplayable. I'll get frame rates as low as 2 or 3 FPS and whole game itself is just unresponsive.

Here's what I have:
GPU: NVIDIA GeForce GTX 780
CPU: Intel Core i7-4770K @3.50 GHz
Memory: 16.00 GB RAM
Operating System: Windows 10 Pro

Make sure that:

You are playing at the same exact settings as before.

No mods is doing that (If a mod is broken, it will spam the console of the game, dropping your FPS heavily - Use 'SAFE MODE' to double check)

There are no mods active and even the menu screen is unresponsive, to where I can't click anything. Every time I close it however, I get a message that says, "The operating system is not configured to run this application". Any ideas on how to fix that?
