Game Needs to Be Restarted

When I changed the settings to put in windowed mode, a message box shows saying "This change requires the game to be restarted." But when I restart the game the message pops up and when I click okay. It pops back up instantly and I cant click anything. It just wont disappear. I cleared cache and everything. Even the settings. Nothing.

 

I am having this problem too, altough i can still open the lua console and the GUI editor with f9 or f10 even if it is asking to restart the game, will try to find a fix with that
