Game runs poorly on good PC

Hello so my game can't handle more than like 7 cars without dropping to 35 FPS but my pc has very good
spects.

Sounds about normal.
1 vehicle is quite a lot of simulation happening.
7 cars are quite many, and heavy in both of CPU and GPU load.

Yes, this is a low # of vehicles game due to the extensive simulation going on. But speaking of running poorly on a good PC, I used to have frame rate issues on some maps, especially West Coast and Italy, even with a single vehicle. Upgraded my GPU from GTX 950 to 1660ti and now these maps are smooth as butter! Obviously I was GPU-bound.
