Game starting badly

Every now and then, the game will have a "bad start". When this happens the game is very glitchy, a list of things that have happened in a "bad start" are:

Levels starting frozen in the air, unable to use vehicles or use the camera
Cars acting like the parking brake is on, when it isn't
Surprisingly good fps. (around 70+, it usually runs at about 45 fps)
Gears not working, car getting stuck in neutral, unable to change to automatic,
Vehicles not spawning correctly, they will not spawn a model, or spawn the wrong car completely,
Cars clipping through solid objects, sometimes only partially, OR a car will collide with a invisible collision box about half a meter to a meter in front of an object,
Maps and vehicles having the orange "no texture" error,
Maps losing collision altogether, leaving the car falling until hitting an invisible ground.
AI turning itself onto "chase player"
There are many more bugs that happen, but insomnias a bitch.

This is not a game-breaking glitch, as restarting the game fixes all of these problems.
Also note that all these errors do not happen at once, they mix together randomly whenever the game suffers a "bad start". This has happened on my old PC and new PC, both with different Graphics cars, cpu etc.
The cars are an ATI Radeon HD 5300 (OLD PC) and a NVidia GeForce something (im not at home and cannot post specs)

 

Maybe you should uninstall and start over...since you have all that stolen
content polluting your game...

 

The russian mods have nothing to do with it, the game did this before I had any mods at all.
