GPU throttling issues

I've recently bought a Dell XPS 15 with a GTX 1650ti equipped, and on most maps it will hover around 50-60% use in the task manager while playing on high settings on maps such as Italy and ECUSA, achieving frame rates anywhere from 45-80 fps, which I am perfectly happy with. However, every 5 minutes or so, the GPU usage will jump to 100%, fans will spin up to their full power, and my framerate will drop to 10-15 fps. This will persist unless i close the window for a few minutes. I was wondering if the issue is that the laptop just isn't powerful enough, or if I am experiencing something abnormal. It doesn't seem right for the GPU to be throttling itself so aggressively when I'm only using around half its power during regular play. As a side note, I always have the back of the laptop propped up to insure that the fan intakes and exits aren't blocked. Any insight would be appreciated.
