GPU usage, Paused and unpaused

I have a problem when I am running the game on any map with any vehicle, I am currently running the game on my laptop as my PC is in the shop so I'm running lowest everything to get better fps, anyway basically when my game is unpaused and running my GPU usage is around 30-40% with 10-20 fps and when I have the game pause the game it goes up to 90-100% with it fps hitting my 60fps limiter. I have tried to verify the game files and disable mods, reboot the system, update the game all to no avail, I don't know if it is because I am running on my Intel UHD 620 graphics but when I pause it and the GPU usage and fps goes up it would eliminate that along with thermal throttling. also, my CPU and RAM are definitely not a concern as I have 16 GB DDR4 at 2133MHz and an Intel i7-8665u CPU.

 

You are using integrated graphics, your GPU is part of CPU. When running the game your CPU does all the physical calculation and it's hitting the power and/or thermal limit and there's insufficient power to render the graphics. When you pause the game, the calculation is paused, more power is used to render the graphics.
