Graphics Options to Change Resolution/Monitor

They're just gone in my graphics options, which usually I would never need to bother with but for some reason the game wanted to boot to my second monitor and the only fix was to shut it off and then boot the game, which was kinda fucking annoying when I specifically remember this game having options to change what screen and resolution you used. What happened to them? They're totally gone in not just my graphics settings but I looked through every other option menu as well.

 

It's in the display settings, not in the graphics settings. Also it's greyed out when running borderless/fullscreen.
