    I followed the instructions, I went in-game and clicked the 'download more' button, and it took me to the vehicle mods page, but still the green button is nowhere to be found. I'm signed in and everything ...

    you have to have the game open.

    Not true, I often install stuff before opening the game through Steam. It opens it for you.
