I am (hopefully) soon to do a PC Build, and I am on a budget of about $750-$800. Should I use GTX 1060 and i5 6500?

It think it would be fine.
The GTX1060 is reported to perform similar to a GTX980, so pretty good.
Maybe drop something more for a CPU? (I'm not entirely sure about the Skylake CPU performance)

Although I'd look at the AMD counterpart too. It offers 5% less performance for 20% less price. So that's an advantage, because you simply don't feel 5%.

Everything depend where he live, If he's from USA I'd go with 4GB RX 480 or GTX 1060, depends on budget, If he's outside USA GTX 1060 is probably better choice, because AMD got extreme pricing, I can buy 1060 (1280) cheaper than any RX 480 (1350) in my country, so it's kinda no brainer.

Depends. I can get a Sapphire RX480 for 350€, some GTX1060s for the same. In the end, it sometimes depends on what you're a fan of (I'm an AMD fan for example).

I'm one of AMD fanboys (I really don't like NV drivers, compared to Crimson they sucks, very unstable, my PC worked beter under to the limits OC with R9 380), but that doesn't mean to recommend something just because you are fan of it, I clearly said that it depends on where he live, in my country RX 480 is overpriced a lot so it's really not worth, while I can buy cheaper a bit faster GTX in DX11/OpenGL which uses now most games and in Vulkan/DX12 it's a bit slower but everything is in developers hands ( which may work in future as console games are on AMD APUs etc - you've seen "The master plan" vid so you know what I mean ) so in future RX probably will be faster, but for now GTX 1060 wins in price and performance here in Europe, also less power consumption and it stays cooler. This are facts and you can't argue with them. Green team cards they age way faster than red team, as my friends ATI 7970 still rocks, and I don't see any green card from that era to still perform well. ~5yo card that is over R9 380 performance and for much peoples it's enough for 1080p.

Whatever will he choose will be fine
RX 480 - IMO more future-proof card, will be better than GTX 1060 after time ~2-3yrs, great drivers.
GTX 1060 - faster in all games before DX12/Vulkan, less power consumption, cooler.

But to stay on topic, that's ok setup, but I'd rather go with i5 6600K. So RX 480/GTX 1060 + i5 6600K should be fine (yeah CPU is a bit overkill, but it's a good thing to have to play BeamNG and it will be good for next 2-3 gen cards).

I5 6500 should do well in beamng if you don't use more than 3-5 vehicles. 1060/480 will easily do beamng on high settings at 60fps 1080p resolution so get whichever one is cheaper. If you play other games, Google benchmarks of the two cards to see which one performs best in your most played games. Don't fanboy to one side or the other; use objective analysis to get the best experience for your money.

I'm going to go for the GTX 1060 only because it is currently running much cheaper than the RX 480 here in the US, and because it is 5% more efficient than the RX 480.

Edit- The RX 480 is running at about a minimum of ~$350 in US and GTX 1060 is running at minimum ~$270 (Newegg).

It is a good idea, I am upgrading to a 1060 because the architecture is newer and it uses less power than a 980. The best thing is that it runs at about 60-70 frames per second.

If you really want to run a LOT of cars, get a 6 core i7 on X99, and clock it up to about 4ghz, but you might blow through your budget pretty quick with that.
Whatever you do get ATLEAST 16gb of ram. I EASILY use up all my 16gb on a several-times-a-week basis. For that matter, during Beamng.drive mapping sessions of more than an hour - I regularly use it all up over 92~93%. I get a warning @ 80% use and I see it often.
An i7 really doesn't help over an i5 until you run more than 3~4 vehicles, especially if you're running more and they're different types requiring different load.
i7 will let the processor choose which are the most demanding threads to process and honestly it's a much better judge at that then the Windows thread scheduler alone. i7 will also hitch up less say if you ran this with lots of cars or 'Cities Skylines' (for example, with music running or youtube, or virus scan etc).
i5 is a much better bang for the buck though. You will be happy regardless of what you get. Go kaby-lake if you can wait an extra week or so for availability (it's supposed to be out now i think?). Regardless, any intel processor 4xxx series and above performs with BEAM pretty much identically per ghz +/- 5%.

JUST DONT USE HDD, use SSD!
