Each player must seat himself in the car he wants to control. Default key to switch vehicle is TAB in keyboard.

Start beamng. First controller is always keyboard/mouse, second controller is any other controller your plug in, such as a gamepad. Plug this second controller to the computer. It should appear in the menu Controls > Hardware.

    Multiseat scenarios:
    - Open any multiseat scenario.
    - You will be prompted to choose which vehicle is driven by which controller. Use the steering buttons/axes in each controller to choose vehicle.

    Multiseat freeroam:
    - Open any freeroam map
    - Go to Options > Gameplay > enable Multiseat
    - Spawn a second car
    - On each controller, use the "Switch to Next vehicle" binding (see menu Controls > Bindings > Gameplay) to choose vehicle.
    - When finished, go to Options > Gameplay > disable Multiseat.

    Please, moderate your language...

Stenyak pretty much explained everything in details, which part it's not working? The 'Scenario' or the 'Freeroam' one?

    SCENARIO:
When you launch a 'Multiseat' scenario you get this first:

Simply use LEFT/RIGHT to select the car, then press 'START' (It will appear after all players have their own vehicle).

For freeroam, what Stenyak said is what you had to do, not much to 'mistake' in those steps..

I think Chow Seigin was thinking that multi seat meant split screen, which I didn't think was available.
