Hightmap roads in blender issue

However it is not working right. I have followed the tutorial. But my roads are higher than the height map. Even when I line them up. Also the height map when exported has some of the land a lot lower than the original. I noticed that there is a object in the tutorial fblender file called scale. How ever when I match it to my map size it does not line up to the same spot as it did before I changed it. Could someone tell me what I am doing wrong.

    Are you using the .blend provided in the tutorial, or you made your own?

    If first:
    Make sure you have correctly adjusted the 'scale' object (what appears to be a ramp). That will help to normalize the heightmap correctly. The highest point of that object must match the maximum height of the heightmap, same but opposite for the lowest point.

    If second:
    Along with the above, also make sure you have switched all colorspace settings from sRGB to Linear.
