    I second GIMP, about as powerful as Photoshop but free

    The setup that I use - which is 90% perfect - is GIMP 2.8.16 with the DDS plugin. It allows DDS compression and mipmap creation.
    The only issue with it is that you have to "crop" the image borders prior to exporting it or it will export as the wrong size.
