How do I link a thread to a resource?

I was just wondering, how is it possible to link a thread to a resource to have a "Discussion" Tab?
I feel like many other people have the same question.

It has to be done manually by a moderator.

PMs either me or @synsol with the link to the repository mod, and forum thread (if you have one already, else we can create it)

I remember being confused about this back when I made my first mod. I think it would be a good idea to add some notice on the page when you're making the mod resource page.

I'm just going a bit off topic here but why can it only be done by a mod?
I don't really see how letting people freely link a thread to a mod would be bad in any way.
