Is this an AI message? you have to go to the menu, click ‘Vehicle Config’, and from there, you can select parts. Or do you mean make a part?
If you're asking about how to save your custom tweaked vehicles, open the parts menu by clicking 'Vehicle Config', then click 'Save and Load' at the top. You'll be able to put in a name for it, and when you press save, it'll save the config and generate a thumbnail. If you want to make an .info file for it to show a custom description or custom info, thats a bit harder, and should really only be used for releasing mods. Its not required for your use case.
