Anyone can make a car, so long as they know how;)

The best place to start is with a 3d model of the desired car. It must be legally obtained, meaning that either you modeled it or another 3rd party modeler has given permission to use theirs (i.e models converted from Juiced 2 or Forza and so on are not allowed).

The other thing you need are some jbeams. These are codes which define the collision model for the vehicle, as well as the physics parameters. You can either use an existing jbeam, which is easier, or make your own, which will give a better, more realistic result.

I don't think so. I remember a while back Tdev said that you are allowed conversions, but you must use your own jbeam. I can't quote it exactly, but it went something like: "Instead of banning conversions from the startm we are going to allow them and let other developers take action if they feel so necessary." or something along those lines. It definitely said they are not banned from the start.

I think that so long as the author of the model is credited, the devs will allow the mod, although if the author of the model does not approve, the mod will be taken down, which is what happened to Skiper's Lotus. It's probabally best to just ignore these models and use your own to avoid any problems.
