I noticed the text changes during a Bus Route stage, but is there a way to edit the text on the destination signs so it doesn't always say not in service?

I second this question, because I would like to change the destination sign outside of the Bus Route stages.

We know that, but what Joey is asking is how to change it OUTSIDE of the Bus Route stages.

There's an app (the same used in the 'Bus Route' mode).
If the level you use has routes, you will be able to choose them from the app (in freeroam too). That would change the text on the sign.

This functionality have been removed in the release

Use console, select Vehicle Lua and execute this
    controller.onGameplayEvent("bus_onRouteChange", {direction="direction", routeID="42"})
You can use icones like this [bng] [bus] [air]

    It WORKS!
    It's very cool to use.
I'm going to try the letter "א" in it.
the letter shown is the letter Alef by Hebrew alphabet, In English, It's the letter A.

Only the traditional alphabet will work for now.

Aeight, so when you ingame (but your vehicle MUST the bus) then click `~ button
    images102.jpeg
and so you must see colourful text. Then in the bottom you can see Lua. thingy then click it, then it should be giving you some things, just click the vehicleLua or similar like that. After that write in the textbox (or command executor box )like this: controller.onGameplayEven("bus_onRouteChange", {direction="direction", routeID="42"}) . You can change the direction and numbers by renaming the 'direction' and '42' words enclosed in the " symbols like: controller.onGameplayEvent("bus_onRouteChange", {direction="in service", routeID="771"}) . For the logo, replace the '42' number to [bng] [air] or [bus] . The [ ] symbols NEED to be included or it gonna gave you the letter, not the logo. If you still not get it to use the logo, here's the example:
    controller.onGameplayEvent("bus_onRouteChange", {direction="in service", routeID="[bus]"})
    Hope this helpful

It was never released. You have to go to the console and input the command to set the destination.
