I cannot load West Coast USA.

I am in some kind of void and I have a glitchy UI, and when I try to get out of the map, i get stuck in an infinite loading loop. No mods, verified game data, all the jazz. I dont want to reinstall.
Is this some sort of corruption with west coast USA?

Please first make sure your game is up to date (0.17.1.0).
Then check in Safe Mode (and in any way, make sure all mods and modifications you have are not loaded).

If it occurs in Safe Mode too, your installation may be corrupt.

If Steam is unable to fix that, please try a Clean Install as explained here:

Safemode West Coast USA works fine. What do I do from here?

If it works fine in Safe Mode,
then it means that your issue is caused by either:

A broken mod, breaking stuff badly. Identify the broken mod, and remove it.

Some mods left-over / modification in your User Folder (by default Documents/BeamNG.drive). Find and remove.
