That's a variant of the DH Hyper Bolide. Specifically, it's the STOL version: The STOLide. You can get it from a link in Naval Warfare post #57: https://www.beamng.com/threads/naval-warfare.87940/page-3#post-1497542 When you spawn it, select the "STOL" variant. BTW: You'll also need the Stunt Mortar mod to enable STOL flight mode. The Stunt Mortar can be found in the in-game Repository. So do these in this order: Get the DH Hyper Bolide. Get the Stunt Mortar. Spawn the STOL variant. My personal STOLide is even further modified by (1) rigging it to use the rockets in car mode, and (2) the engine, transmission, differentials, and driveshafts have been removed to reduce weight. If you need an aircraft carrier for the STOLide, you can modify the Flat Top Barge mod and assemble a carrier from a group of barges.
