Intel i9 12th gen windows 11 RTX 3070TI

I upgraded my computer with a new motherboard and Intel processor, my system is:
Intel i9 12th Generation Alder Lake 16 core 12900k / RTX 3070TI / 64 gigs of ram / m.2 ssd the motherboard is MSI Pro Z690-p....

Before the upgrade I would average 200fps (or more), after the upgrade I get 30 to 75 fps???
I tried a fresh install of BeamNG, updated all motherboard drivers, I did just up grade to Windows 11, I tried the newest latest nvida drivers then reverted back to a previous version, nothing works, still low frame rate. I look and the RTX 3070ti is my primary display gpu, I went into the bios and disabled on board gpu, still nothing....I stumped?????
