It happend again, Controls are not working

Look, ill just tell you, I have recently got this issue where all the controls are cleared and I can not set them again. When I try to set the controls, it just says "{{:: controlsEdit.action.desc }}" in the column where it normally says "push the button you want to assign". also the 3 buttons at the bottom are just blank. (no text, just colour). I've tried doing the "Steam Verify integrity" and it says everything is normal. the only way I've found to fix this is to reinstall the game but after reinstalling it a few times it gets annoying. I've also tried safe mode and clearing the cache and nothing. Any thoughts?
